The first two options out of the four offered are the worst. These two options propose to save the weapon for reserve, which is stupid. In military world, which can be called a race, reserving a secret weapon is stupid. What is the point in hiding a weapon while you can instead expose it and demonstrate your power? Other nations would have invented their own nuclear bombs eventually, but the U.S. did this first, which was a huge advantage. And by hiding this weapon, Americans would simply refuse to use this advantage and deprive themselves of power. Thus, the first two options are unacceptable.
Option 3 is worth considering. It is the most peaceful. However, there are also disadvantages, because the Japanese could have not understood the devastating power of the bomb, pretend they did not fear it, or even worse, the bomb could have failed, or exploded only partially. In such case America would risk its respect and global recognition. Thus, option 3 is unacceptable from a military point of view only. From a standpoint other than political or military, this option is the best. But at times of war, only military decisions were made.
Therefore, with all three options being inappropriate, Truman did the right thing. Of course, there are no winners in a war, but this 4th option was a 99% success. The Japanese would once for all realize the tremendous power of atom, and would have no other choice but surrender. The United States, on the other hand, would demonstrate to the entire world the new weapon they have developed, and thus strengthen its position in the global arena.
